Timothy A. Foley

Timothy Foley served as the Chief of Police in Nevada City for four years, retiring in 2018.  Previously, he had a 32 year career with the San Francisco Police Department.  During his time with the SFPD, he served in a variety of assignments in the Patrol, Investigation, Airport, and Administration Bureaus.  During his career he was awarded a Silver Medal of Valor, 6 Meritorious Conduct Awards, and numerous Department Commendations.

As a Platoon Commander and Commanding Officer at several of the district stations he managed numerous special events including, the Millennium Celebration in Union Square, the NBA All Star Celebration and dignitary visits.  He also planned and led a variety of successful special enforcement programs which included narcotics enforcement, violence reduction, and auto theft/burglary abatement.  He authored and managed a violence reduction plan that dramatically reduced homicides in a police district and became the model for the department.

Throughout his career he remained engaged as a community oriented policing leader, developing numerous programs that reduced crime, improved neighborhoods and strengthened ties between law enforcement and the community such as the SFPD Wilderness Adventure Youth Program, Walk with the Captain, and the Tenderloin Youth Council.  Ultimately he received special designation as a Community Policing Lieutenant.

In the final years of his career with the SFPD, he was assigned to the Training Division as the Officer in Charge of the Professional Development Section responsible for managing all on going training for department personnel.  He is a POST certified IDI and ICI Instructor teaching Operations Planning, Critical Incident Stress Management, and Leadership Development.  His project management skills were put to use when he was tasked to develop an IT Training Unit and the necessary infrastructure for training.

In 2010 the U.S. Department of Justice selected him to address government officials and instruct law enforcement personnel in a developing European country.  Tim earned his Bachelor’s degree in Management from St. Mary’s College.
